The strategic partnership, announced during the 9th Tokyo International Conference for African Development, establishes preferential immigration pathways for highly skilled, innovative, and talented young Nigerians relocating to Kisarazu for employment opportunities. The program extends to artisans and blue-collar workers ready for skills development and career advancement.
Japan International Cooperation Agency ceremony also designated hometown partnerships for three other African nations: Nagai City in Yamagata Prefecture for Tanzania, Sanjo City in Niigata Prefecture for Ghana, and Imabari City in Ehime Prefecture for Mozambique. These arrangements formalize existing municipal relationships with African countries through official recognition.
Nigeria’s Acting Ambassador to Japan, Florence Akinyemi Adeseke, and Kisarazu Mayor Yoshikuni Watanabe received designation certificates from Japanese government officials, cementing the bilateral cooperation framework.
The four cities aim to establish foundations for two-way manpower exchanges that add value to economic growth in Japan, Nigeria, and participating African nations. Local authorities anticipate population increases contributing to regional revitalization efforts through international migration and skills transfer.
Kisarazu previously served as the official host town for Nigeria’s Olympic contingent during the COVID-19 delayed 2020 Tokyo Olympics. The Nigerian team conducted pre-games training camps and acclimatization programs in the city before relocating to Olympic village facilities.
Japanese Prime Minister Shigeru Ishiba emphasized mutual understanding, local solutions, and collaborative development efforts in his TICAD9 opening address, announcing $5.5 billion in new African investment commitments.
