A major leadership change has taken place at the Togolese Revenue Office (OTR). On Friday, October 24, 2025, Yawa Chantal Tségan officially succeeded Philippe Kokou Tchodié as head of the institution.
Tségan, a former National Assembly President and trained tax inspector, brings both technical and political experience to the role. She takes office at a crucial time when Togo is seeking to boost tax collection and strengthen public finances under its new Constitution. Her predecessor, Philippe Tchodié, led the OTR to record achievements, collecting nearly 990 billion FCFA in 2023. As of August 2025, the office had already mobilized over 737 billion FCFA, representing 61% of its annual goal.
The new leader faces key challenges, including expanding the tax base, improving customs control, and increasing direct tax revenue. The government expects Tségan to continue modernizing the OTR and ensure steady growth in domestic revenue collection.
