Togo to Link General, Technical, and Higher Education

The Togolese government has introduced a new policy to improve mobility between general, technical, vocational, and higher education. Announced in a decree published on October 23, 2025, the reform aims to make the national training system more coherent.

Learners will now be able to transfer between different education levels based on skills gained formally or through experience. Entry requirements for key qualifications, including the Vocational Baccalaureate and CIFA, have been harmonized. Assessments will combine 60% continuous evaluation with 40% final exams, involving professionals on exam boards. Two new committees, the CPP and CIP, will manage and monitor the program’s implementation.

A one-year pilot phase will test the new framework before national rollout. The reform also includes incentives for training companies and support for vulnerable learners.
