Parliament has passed the National Health Insurance Fund Amendment Bill. The Bill allows 20 percent of NHIF revenue to be transferred to the Ghana Medical Trust Fund. The Trust Fund, known as Mahama Cares, will support programmes on non-communicable diseases. The new law will also stop input tax deductions on the NHIA levy. Lawmakers debated strongly over the origins of the National Health Insurance Scheme.
The NPP Minority said the NHIS began in 2003 under President John Agyekum Kufuor. The NDC Majority argued it was conceived during President Jerry John Rawlings’ era. The Bill is seen as a key step to strengthen healthcare funding in Ghana.
