Togo has made progress in integrating gender considerations, but results differ widely across sectors. Women hold 13.33% of ministerial roles and just over one-fifth of seats in the National Assembly.
Their representation rises slightly in the Senate and among regional governors, but stays low at local council levels. Gender-sensitive spending reached 32.02 billion CFA francs in 2024, about 1.4% of the national budget. By 2026, this is expected to increase sharply to 61.4 billion CFA francs, or 5.22% of total spending. However, some key ministries still allocate almost nothing to gender-focused programmes.
Access to finance remains a major barrier for women, especially entrepreneurs, despite support from the FNFI. Although Togo scored highly in the World Bank’s 2024 gender reforms index, effective implementation remains the main challenge.
