Parliament of Ghana has passed the Security and Intelligence Agencies Bill, 2025 after its third reading. The law introduces major changes to Ghana’s security system. It renames the National Investigations Bureau back to the Bureau of National Intelligence (BNI). Interior Minister Muntaka Mohammed-Mubarak said the change will reduce confusion with the National Investment Bank. The bill also removes the position of Minister for National Security.
Instead, a minister appointed by the President will supervise the National Security Coordinator. Supporters say this will improve coordination and reduce conflicts in leadership. However, Alexander Afenyo-Markin and the Minority warn it could give too much power to one office.
