The Ghana Union of Traders’ Associations (GUTA) has called on government to suspend and review VAT Act 1151. At a press conference on February 11, 2026, GUTA President Clement Boateng warned of possible industrial action. He said the current VAT system is hurting traders and pushing up prices. According to GUTA, many traders fall below the input threshold, making compliance difficult. The association described the VAT structure as complex and unattractive, especially for the informal sector.
GUTA is demanding a return to a 3% to 4% flat rate for informal traders. The union urged the GRA to focus on registering more traders instead of over-taxing those already compliant. It also proposed incentives to encourage VAT registration and broaden the tax base.
