Lomé Ministerial Complex PPP Deal

Togo has signed an agreement with the PFO Group to build a new ministerial complex in Lomé. The deal was formalized on December 17, 2025, marking a key step toward project execution.

The project will be developed under a Public-Private Partnership using a building lease model. Under this arrangement, the State provides land while PFO finances, builds, and operates the complex. The site in Bè-Klévé will host 18 buildings, including towers and low-rise offices. It will offer about 90,000 square meters of office space and over 900 parking spaces.

PFO-SOCOCIM will also manage the complex before transferring it to the State at the end of the lease. Officials say the project will modernize public administration and create over 1,000 jobs.
