By December 2025, over six million citizens in Togo had received a Unique Identification Number (NIU). This progress was reported in a government reform update for the second half of the year. The IDs were issued under the e-ID Togo project through nationwide registration campaigns. These campaigns were led by the National Identification Agency and covered both cities and rural areas. Each registered person received a biometric card with a secure QR code.
The process was supervised by the Ministry of Public Service Efficiency and Digital Transformation. The new ID system will make it easier to access healthcare, social security, and financial services. The project is part of a regional initiative supported by the World Bank with $72 million in funding.
