Ghana’s Parliament has passed the Legal Education Bill, 2025, marking a major shift in the country’s legal training system. The new law ends the long-standing monopoly of the Ghana School of Law over professional legal education. Now, accredited universities across the country will be allowed to provide professional law training. A new Council for Legal Education and Training will regulate and standardise legal education nationwide. Under the reform, universities will run the Law Practice Training Course for law graduates.
Students will then sit for a National Bar Examination before becoming lawyers. Majority Leader Mahama Ayariga said the reform fulfills a promise to improve fairness and access. However, Minority Leader Alexander Afenyo-Markin urged the government to deliver on other promises as well.
